How to create and dispatch an event

Desktop application
I have 3 classes: A, B and C. Class C includes a ComboBox, as the ComboBox fires an event Class C receives it and performs a task. Once class C finishes with its task, it must fire an event that informs class B of the changes, then, class B has to fire an event that will be consumed by class A. So the data should flow this way A <- B <- C <- ComboBox. Now my problem is that I don’t know how to write the necessary code to make class C fire the event for class B to to consume nor I know how to to do the same thing for class B.
Most of the information I have got from the net describes how to handle events, but not how to create one.
Does someone here knows about a tutorial or a book that would explain how to write the necessary code to create and dispatch an event?
