Cannot upload report to JasperReports Server

I'm trying to upload a report created in Jaspersoft Studio 6.6.0 to a Jaspersoft server 7.1.0 I just installed and set up on a local machine.
Studio can see the server just fine:
When I try to publish the report I get this:
According to online documentation this is supposed to have a list of stuff in it. Where is it? Does it have an access problem? Shouldn't there be some sort of error message?
Any ideas?
Edit: I tried turning everything off and on again. While the server test still finishes successfully now the Publish button is no longer even clickable.
