how to open a popup on click to input type file before choosing the file

In my angular app, I am using input type "file" on a button to open a file explorer where user can select a file.
I want to open a popup where user can select some value from the popup before selecting the file from the file explorer.
I want this popup to be opened when user click button input type "file". Can this be achieved?

Browse <input type="file" id="file1" (click)="onBrowseClick();fileInput.value = null" value="" (change)="changeList($event);" >

I tried, adding a method on (click) and dispatch an event, which can be listened and open the popup, but the changeList is also getting called simultaneously and I see
both file explorer and popup opened at the same time.

this.fileSelect.emit(true);
}
readThis(inputValue: any): void {
