Unity, I can't move my UI elements after I click on them

So When I click on my UI elements, it shows the rect tool with the four corners having a circle to transform them. When I try to drag the UI element to move it, it just has the select tool (when your dragging and making a blue box to select the elements inside it). Does anyone have any suggested fixes for this?
