How to lower compile SDK version in Android Studio so that the app still function correctly

I'm building an app for my project. First, here is my module app gradle:

I have 2 Android devices, one runs on Android 4.4.4 and the another runs on Android 5.1.1. When I use these devices to test my app, the bottom navigation bar and some drawable/views in my app just keep disappearing.
When I use Genymotion emulator with API 26 virtual device, the bar and other layouts are fine but the emulator seems doesn't work correctly with Google Map API, so that I can't use these emulators to run my app.



Is there anyway to lower the compile SDK version so that I can run the app smoothly on my Android devices?
