Why can't I access an URL starts with 192.168.1.xxx

Why can't I access an URL starts 192.168.1.xxx using file_get_contents or curl or guzzle? I can access the same URL with browser but not with my code. I tried to take contents from an URL with the help of file_get_contents, curl and at last guzzle and none of them is working , getting connection timedout error.



Here is my guzzle code



require('autoload.php');
use GuzzleHttpClient;
$client = new GuzzleHttpClient();
$credentials = base64_encode('username:password');
$response = $client->request('GET','http://192.168.1.xxx/device.cgi/device?action=get',['headers' => ['Authorization' => "Basic {$credentials}"]]);
print_r($response->getBody()->getContents());


This code is working fine with my localhost but in server i getting this error



Uncaught GuzzleHttpExceptionConnectException: cURL error 7: Failed to connect to 192.168.1.xxx port 80: Connection timed out (see http://curl.haxx.se/libcurl/c/libcurl-errors.html) in /var/www/html/vendor/guzzlehttp/guzzle/src/Handler/CurlFactory.php:185
