Swipe up works the same as swipe down? both cause screen to refresh Cordova Ionic

I am using Cordova, Ionic with AngularJS
I have a mobile application where I want to refresh the page swiping from top to the bottom (like pull to refresh), yet The opposite way of swiping also works , and calls out the refresh function



My code, html and js:
CONTROLLER



 $scope.doRefresh = function () {
beeSQLiteStorage.deleteDataDB(AccountsDetailsKey);
$scope.AccountLoaded = false;
getAccountsDetailsByEntity();
$ionicScrollDelegate.scrollTop();
}


HTML



<ion-refresher on-refresh="doRefresh()">
<ion-refresher-content pullingIcon="android-refresh">
</ion-refresher-content>
</ion-refresher>


I would like for the refresh only to work when swiping from top to bottom.
Is this possible to do? Seems like a bug that you can also swipe from the bottom up.
