bundleconfig.json does not exist - refernce files in bin folder cannot be found

I have a Visual studios 2017 asp.net project. I closed the project and reopened it and I am now missing a lot of references in the bin folder. If i try to build or rebuild the project I am told I have reference errors and bundleconfig.json doesn't exist.



If I close the project and restore it from a server back up earlier in the day it works just fine. But if I close the project and open it again it will have these reference errors. I have to restore from a back up on the server to have the correct references to build and run the project.
