value error in python not sure about positioning of keywords

I have developed some code:

for i in range(1, 6):
while True:
try:
couple1[i-1] = int(input("Judge " + str(i) + ", please enter score for couple 1: "))
except ValueError:
print("Value Error!")
if couple1[i-1] >= 0 and couple1[i-1] <= 10:
break
else:
print("Enter a number between 0 and 10. ")

The value error doesn't seem to work as it should and asks an infinite loop of "Judge 1 please enter a score for couple 1" until you DO type a value error and then proceeds to the next.
