Files other than symbolic links in /usr/local/opt

I am having a lot of trouble with package managers like homebrew on my Mac as of late, when I go to update or modify a lot of the packages I get errors like this:



Downloading https://homebrew.bintray.com/bottles/gmp- 
6.1.2_2.mojave.bottle.tar.gz

==> Pouring gmp-6.1.2_2.mojave.bottle.tar.gz
Error: An unexpected error occurred during the `brew link` step
The formula built, but is not symlinked into /usr/local
Directory not empty @ dir_s_rmdir - /usr/local/opt/gmp
Error: Directory not empty @ dir_s_rmdir - /usr/local/opt/gmp


when I look inside /usr/local/opt i see a ton of directories in there, almost all of them were installed on the same date (assuming nothing has modified them since)



As I understand it, these should all be symbolic links, or is there ever a reason why files are installed in this directory?



Do I have another option besides nuking these directories and then re-installing/re-linking things with Brew?
