How to send messages to specific users on android and get a response

I would like some help. I am developing an event planning application that integrates with google maps that allows user to search for locations and plan events. I would like a way to be able to notify specific users through some type of push notification of an invite and get a response from that user? is this possible?



Basically is there a way to send messages to specific users on the system that are logged in with a certain username? Like on Snapchat, if I log in to snapchat. Any device can get a notification?



Some help would be appreciated like links to certain libraries or API's.
